Yes. Under the residential code Utah has adopted, basements and every sleeping room need at least one operable emergency escape and rescue opening. Below-grade openings have to give 5 square feet of net clear area, 24 inches clear in height, 20 inches clear in width, and a sill sitting no higher than 44 inches over the finished floor. How big does the window well have to be?

The well needs 9 square feet of horizontal area, with the projection and the width both reaching 36 inches, and it has to let the window open fully. Past 44 inches of depth, a fixed ladder or steps has to stay usable while the window stands wide open, rungs 12 inches across and standing 3 inches proud of the wall.

Do I have to enlarge the opening when I replace an old basement window?

Often no. The replacement provisions let an existing opening keep its geometry where the new unit is the biggest standard size a maker builds for that existing frame or rough opening, in the same operating style or one that opens wider. That exception is why measuring the existing frame properly matters more than picking a catalog. If the room becomes a sleeping room, the full requirements come back.
